What are Delegations?
Council is responsible for carrying out various powers, duties and functions under a wide range of legislation and municipal local laws. To provide for the efficient and effective function of the organisation, the Local Government Act 2020 enables Council to delegate many powers, duties and functions, particularly those of an administrative and operational nature, to the Chief Executive Officer (CEO). The CEO may then, in turn, sub-delegate a range of powers, duties and functions to Council staff, sharing the many responsibilities across the organisation.
Why are they being reviewed?
Over the next few months, the Governance department will be coordinating a comprehensive review of Councils delegations, as required under Section 11(7) of the Local Government Act 2020 (the Act). This section of the Act requires all delegations to be reviewed within 12 months of a general election.
Since the last thorough review of the delegations, there have been several changes to positions and titles, leaving us in a situation where we are not operating as efficiently as we could.
Who is going to review the delegations?
In order to avoid any implications of staff members acting under incorrect delegations, all Managers, or a nominated representative from their area will soon be tasked the responsibility of evaluating the current delegations, identify any required updates or corrections, and ensure that all staff understand their delegated powers.
Where will the Delegations be stored once they are updated?
As part of this review, Governance will be utilising the corporate system, Reliansys. All staff with a current delegation have recently been set up with a user account. Reliansys is a platform designed to streamline the delegation process, making it easier for departments to manage and track the delegations granted to their staff.
This system will enable us to efficiently monitor who has the authority to make decisions and take actions on behalf of the council, ensuring that all delegations are up to date and aligned with current regulatory requirements.
A training session on utilising RelianSys will be offered to all staff with a delegation, upon completion of the review process.
How can I find out more about Delegations?
Maddocks Lawyers have been engaged to run a mandatory training session on Delegations and Authorisations for all Managers on Thursday 29 May, 10am - 11am via Teams. This session is also open to Coordinators, Team Leaders and Senior Staff. A meeting invite for this session will be circulated this week.
If you are unable to attend this session, an opportunity will be provided to view the recording afterwards and provide confirmation of completion. This ensures that we maintain a consistent base level of understanding across our management team.
