Procurement Transformation Update – August 2025

We’re excited to launch quarterly Forward Planning Meetings starting this September with Managers and Business Units. These sessions aim to strengthen collaboration, strategic alignment and value delivery across procurement operations as we expand our team and improve how we procure and deliver services.

Key Focus Areas

1. Strategic Operating Model Redesign

  • Transition to a strategic, centre-led procurement model.
  • Introduction of Procurement Business Partners aligned to directorates.

2.  Governance, Contract and Policy Improvements

  • Audit outcomes and probity enhancements.
  • Establishment of the Procurement Steering Committee (PSC).
  • Clarification of thresholds, delegations and contract variation policies.
  • Input into the new Contract Management Suite and draft policy proposals.

3. Technology and Process Enhancements

  • Vendor Panel module additions and planning document integration.
  • Automated triggers for contract expiry and planning.
  • OH&S integration into procurement platforms.

4. Expanded Roles and Responsibilities

  • Defined roles for Procurement Manager, Business Partners and Operations.
  • Support for strategic planning and contract management.

5. Performance and Compliance Framework

  • Development of contract KPIs aligned with council objectives.
  • Quarterly reporting to PSC and training opportunities.

6. New Procurement Manual and Framework

  • Alignment with annual planning and best practice guidelines.

7. Supplier Management and OH&S Training

  • Enhanced supplier engagement and compliance.

8. Integrity & Ethical Procurement

  • Embedding ethical standards in procurement practice.

9. Panel Management and Hygiene

  • Internal and external panel structure and policy development.

10. Market Leverage and Negotiation Training

  • Improving negotiation outcomes and market engagement.

Note: Annual non-tender period is 5 December 2025 – 20 January 2026. Additional meetings will be held alongside quarterly sessions as part of our new design.
