Below you will find a list of payroll forms, explanations and processes, plus information about overtime and time in lieu.

Payroll cut off times

Pay variations/timesheets and UConnect applications must be submitted to Payroll by 12pm on the Friday prior to pay day. If you have previously arranged with your manager to work overtime on the weekend, the deadline for receipt is extended to 10am on the Monday prior to pay day.

If forms are received at Payroll after these cut-off times, payment will be held over until the next payrun.

Confirming employment details with third parties

If an employee requires payroll to confirm their employment details to a third party, Privacy legislation states that Payroll must have either an email or some other form of written authorisation from the employee before confirming these details.

Employment Variations

Please note all variations to employment are to commence on the Monday of the start of a pay period. Please seek further advice from Organisational Development if required.

2024 available variation to employment start dates:

  • July - 1, 15 and 29 
  • August - 12 and 26
  • September - 9 and 23 
  • October - 7 and 21 
  • November - 4 and 18
  • December - 2, 16 and 30

To make employment changes to substantive employment, e.g. to increase/decrease hours, extend temporary working arrangements, or change of status please complete the variation to employment form below.

    Existing Employee Temporary Movement

    Complete the Existing Employee Temporary Movement online form, the workflow will automatically forward the form to the relevant supervisors/managers for approval. The form will also be sent to OD and Payroll for action following approval.

    This form can be used for:

    48/52 - 50/52 Model of Employment

    For staff who wish to apply for a flexible employment cycle which enables staff to purchase additional leave (i.e. more than the standard four weeks' annual leave) while receiving their salary annualised over the year.

    Leave Application Form

    Preparing for Leave

    Preparing for leave is an exciting time, however it can be stressful ensuring you are organised, up to date and ready to conduct a handover. Prior to going on leave, it is important that you take a moment to action the items that will enable your business unit and any colleagues acting in your role to effectively cover your duties in your absence.

    This includes making arrangements to ensure the appropriate colleagues have ‘delegated’ access to your systems. This eliminates the need for you to disclose your computer password to anyone and will ensure that you or your colleagues do not breach council policy as a result of sharing your password.

    Keep in Touch Options (for extended leave)

    What is it?

    Council’s ‘Keep in Touch’ options will help staff members who are on extended leave keep up to date with news from their department and Council. It also helps you remain aware of developments and any changes that might affect your role when you return.

    We recommend anyone taking leave of 3 months or more should take advantage of this, but it is entirely voluntary.

    How it works? 

    Before starting your extended leave, you will be asked if and how you would like Council to keep in touch with you. If this is not possible before you leave, then it is intended that you will be contacted to discuss your preference.

    Access to Council's Employee Assistance Program whilst on extended leave

    If you are on extended leave, you can continue to receive support from Council’s Employee Assistance Program provider, which is currently Converge International.

    Paid Tea Breaks

    In accordance with the Greater Dandenong City Council Enterprise Agreement (EBA) paid (Tea) breaks for:

    - Band 1-5 employees defined as Physical and Community Services (commonly referred to as Outdoor workers); and

    - Employees defined as Other than Physical and Community Services (commonly referred to Indoor workers);

    are set out in two sections (please see below for definitions)

    Outdoor Workers

    Paid (Tea) breaks for Band 1-5 Outdoor workers are set out in Clause 35 of Part B of the Greater Dandenong City Council Enterprise Agreement (EBA).

    Essentially full time Outdoor workers are able to access a single break of 20 minutes duration taken either in the morning or afternoon of each day.

    Alternatively the single 20 minute break may be split in half with a single break taken at appropriate times in both the morning and afternoon of each day providing the cumulative total of these two breaks does not exceed 20 minutes.

    The timing and nature of paid (Tea) breaks within particular workgroups may already have been established by custom and practice and these will be maintained wherever appropriate. These arrangements can however be varied by mutual agreement with the supervisor or manager, providing these changes do not impact upon service delivery or operational requirements.

    Further, where part time or casual Band 1-5 Outdoor workers work across periods where their full time counterparts take a paid (Tea) break, they will be entitled to take the same paid (Tea) break.

    Outdoor workers who are classified at Band 6 or above should refer to the provisions for Indoor workers outlined below.

    Indoor Workers

    Indoor workers do not have designated paid (Tea) breaks specified within the EBA.

    Accordingly, Indoor workers are to access tea/coffee making facilities within Council office locations across the municipality at suitable times throughout the day without interruption to normal work patterns, service delivery or operational needs.

    There are no limits to the frequency of obtaining tea/coffee from these facilities throughout the working day, provided that work patterns, service delivery or operational requirements are not unduly affected by the timing of these activities.

    Lunch Breaks

    In accordance with the Greater Dandenong City Council Enterprise Agreement 2018 (EBA) lunch break duration and times for employees are established at commencement of employment to suit the needs of the business unit and the individual. The EBA allows for flexibility in regard to the duration and times of the break and therefore, if circumstances change during the course of employment the lunch break may be updated from time to time by mutual agreement.

    Standard Engagement

    Under Clause 33.1 of Part B of the EBA, Standard Engagement full time employees are entitled to take a lunch break between noon and 2pm of not less than 45 minutes and no more than 1 hour. By mutual agreement however the lunch break may be reduced to a break of no less than 30 minutes.

    Some examples of Lunch break durations and times for Standard Engagement employees are set out in the table below. These include noting the impact of RDO arrangements upon starting / finishing times for each employee.

    A common example cited within the full time Standard Engagement terms and conditions of employment is: 8.15am - [40 min lunch break] - 5.21pm [8.44 hours worked = Fortnightly RDO]

    Library Employees (specific conditions)

    Clause 33.9 of Part B of the EBA outlines that Library employees have some specific conditions of employment and so full-time employees may take a Meal break of not less than 45 minutes between noon and 2pm or 5pm and 7pm, where the span of their shift covers these periods.

    Alternatively, if you don't have access to UConnect, you can use the below online form to change your primary bank details as well as adding new additional bank account (maximum 1 additional account) or updating a previous additional bank deduction.

    If you have approved leave in Uconnect that you would like to cancel, please complete the following online form.

    This form is will go to your supervisor/manager for approval and then to payroll to action. You will receive a confirmation email once this has been completed by payroll.

    Service recognition form

    Council's service recognition scheme is in place to recognise and reward long periods of service of employees. Recognition occurs at 5, 10, 20, 30 and 40 years of continuous service. 

    An automatic report is sent out on a quarterly basis to managers with details of upcoming milestones to action.

    The below online form is to be completed to indicate the recognised employee's preference for payment of Council's Service Recognition Award.

    Staff giving form

    The City of Greater Dandenong Staff Giving Program was established by staff and reinforces that Greater Dandenong employees really do care about those less fortunate in our community. It provides simple and effective options for staff to make contributions to selected aid agencies within the municipality.

    Superannuation forms

    Employees have the option to choose the superannuation fund they contribute to (must be an approved fund). Vision Super will remain as the default super fund for new employees

    It is best to seek professional financial advice when considering changing fund.

    To effect a change in super fund, you need to complete a Super Choice form. Please ensure you have provided all the information requested in the form before sending it to Payroll.

    Our positions are classified according to an 8-level pay scale. Each level has up to 4 pay steps and you have the opportunity to progress through the steps until you reach the top of the band.

    You can access your superannuation account online via the Vision Super website.

    If you already have access to Vision's online super, you can check your account balances and other information relevant to your superannuation.

    Calculating your PAYG Tax

    To check how your Pay As You Go (PAYG) Tax is being calculated use the ATO calculator. You must remember to click the relevant boxes as they apply to your situation, for example if you are eligible for payment of leave loading when taking annual leave you will need to click the yes box for the relevant question. Also ensure you change the "Payee receives payments" option from weekly to fortnightly.

    Salary Sacrificing and Payroll Deductions

    As part of Greater Dandenong's commitment as an employer of choice, all permanent employees can enjoy salary sacrifice or payroll deduction benefits part of their salary under certain conditions.

    What does salary sacrifice mean?

    Salary sacrifice means giving up a portion of your pre-tax salary, which Council as your employer then pays for benefits on your behalf. Typically, there are tax benefits by salary sacrificing.

    Staff are strongly encouraged to seek independent financial advice when considering to salary sacrifice. To find out more information regarding salary sacrifice visit the Australian Tax Office website.

    What is a payroll deduction?

    A payroll deduction is an after tax deduction and can include union fees, additional bank accounts, Oasis and Noble Park Aquatic Centre membership fees or Council's computer purchase scheme.

    Depending on the type of payroll deduction, payroll must be notified by either the individual or third party (in writing) with the amount to be deducted. For further information on specific payroll deductions please email payroll.inbox@cgd.vic.gov.au
